Allow weapon/armor proc damage shield from drop items to stack with potion, or make DS potion not free for everyone

There are some iconic classic item that proc higher value DS, which currently does not stack with the always available DS Potion that anyone can have active at any time.


I think that is a shame, since those used to be legit item choices with useful effects that are now rendered obsolete by a potion.


My suggestion would be to:

1. Allow proc DS from armor/weapons to stack without the usual "additional DS at half value mechanic" with the potion, returning the original functionality of those drop items.
2. Make the DS potion a normal secondary potion that competes for the limited number of slots available, therefore making it a decision to have or not have it or rely on procs to gain the same effect.

Due to this DS Potion the normally useful items with high classic utility dropped by engame mobs (level 61+) are rendered completely useless.
