Move damage add and damage shield buffs into the baseline for all realms

Currently Albion gets free timed damage shield and damage add buffs from every wizard thank to the spells being baseline spells.
This means that at all times you will have the best possible buff at your level if you have a wizard in your group, and once available likely free max level buffs from wizards standing around crafting.

Since the decision was made to uncap those buffs, it means low level chars can effectively oneshot their way through the early levels, trivializing a very annoying part of playing a new character.

Other realms are not so lucky.
On Hibernia and Midgard the same buffs are spread across multiple classes, or straight up not available.
Shamy dmg shield is concentration based and in the cave spec line, so entirely useless for buffing other players.
The other damage shield buff on SM is 1min duration and equally useless for the purpose of getting a 20min timed buff to help with XPing.
Damage add is hidden on the Dark Spec line for RM and not seen very frequently since lots of people go for Spears or PBT.

Hibernia has plenty of damage shield access, but the damage add is hidden in the Enchanting Spec line of Enchanter, making it basically impossible to find since the specline is so useless it might as well not exist.

This means Hib and Mid will, at all times, be behind on access to massively QoL improvement buffs for low level XPing, which stack with other sources of damage shield (Spellcraft buff) and damage add (pulse chant Skald/Paladin/Warden, Fire, Spellcraft).

Moving the spells into the baselines and making the same level of dmg shield/dmg add available to all realms would make sense.
Or alternatively, move the spells into the speclines for all classes so everyone can suffer equally.
